Tahun 2020 negara kita Malaysia mensasarkan sebagai sebuah negara maju, bagaimana pula dengan keadaan di luar bandar Sabah, khususnya di daerah Pitas yang sedikit masa pernah dilebelkan sebagai daerah termiskin di Malaysia, apakah daerah ini akan turut sama berubah dan akan menjadi daerah maju menjelang tahun 2020.
Kemajuan sangat berkait rapat dengan ilmu pengetahuan. Pitas memerlukan model insan bermutu tinggi untuk lebih pantas berubah dari keadaan serba kurang yang ada sekarang. Jika rakyatnya berilmu sudah pastinya keadaan masyarakat itu juga akan mudah berubah.
Meminmjam kata-kata Mantan Perdana Menteri Allayarham Tun Abdul Razak bahawa "Pelajaran adalah satu pelaburan model yang mustahak untuk membina sesuatu masyarakat dan kemudahan pelajaran menjadi jaminan untuk ke arah perubahan pemikiran, bentuk, dan masyarakat kita sama ada di kampung mahupun di bandar.
Maka sewajarnya pada pemimpin utama daerah ini mengambil langkah drastik untuk menjana rakyatnya supaya lebih ramai yang berilmu, dengan memberi kesedaran pada rakyat akan kepentingan ilmu, melaksanakan langkah bagi merapatkan jurang prestasi antara bandar dengan luar bandar.
Di Pitas, kerajaan dan pemimpin utama daerah ini juga harus menyediakan lebih banyak peluang dan akses kepada pendidikan, latihan dan pembelajaran di semua peringkat. Membimbing dan membina masyarakat yang ke arah lebih inovatif dengan keupayaan sains dan teknologi, serta melahirkan insan yang berkeyakinan diri berkemampuan memperolehi dan menggunakan ilmu pengetahuan dan akhirnya boleh menyumbang semula kemahiran dan ilmu tersebut untuk diri sendiri, keluarga dan masyarakat.
Pastinya Pembangunan Modal Insan satu pelaburan ke arah untuk lebih mudah dan cepat untuk berubah daripada keadaan sekarang kepada yang lebih baik.
